The [NSW](https://www.carexplore.com.au/tag/nsw/) and Federal Governments are moving forward with a major $190 million infrastructure project to upgrade The Horsley Drive at Horsley Park, with detailed design works now officially underway.

The Horsley Drive is a critical link connecting local roads to the M7 Motorway and plays a key role in freight transport and daily commuting. This project aims to reduce travel times, enhance safety, and ease congestion for drivers and freight operators alike.

### What the Upgrade Includes

The proposed upgrade will take place in two stages. The first stage will deliver:

- One additional eastbound lane west of Wallgrove Road
- A new right turn lane westbound onto Wallgrove Road northbound
- Another eastbound lane between the M7 Motorway and Wallgrove Road
- A second right turn lane on Wallgrove Road northbound onto The Horsley Drive eastbound
- New medians and traffic islands
- Provisions for future shared bicycle and pedestrian pathways

A Voluntary Planning Agreement (VPA) submitted by a developer is also under review by the NSW Government. If implemented alongside Stage 1, it would further expand the road to two lanes in each direction between the M7 and Cowpasture Road. Community feedback on the VPA, gathered earlier this year, is currently under consideration.

### Timeline and Next Steps

Tenders for construction at the Wallgrove Road and M7 intersection are expected to open in mid-2026\. Once awarded, construction is anticipated to take approximately two years.

In preparation, geotechnical and utility investigation work will begin soon. Temporary lane closures and traffic controls will be implemented during this phase to facilitate safe design validation.
