As 2025 gets underway, major road rule changes are rolling out across several Australian states and territories. These updates impact everything from mobile phone usage to speed limits and licensing requirements. Here's a breakdown of the key reforms every driver needs to know.

New South Wales: Tech, Flood Driving and Helmet Exemptions
GPS Use for P-Platers Over 25
Provisional licence holders over 25 in NSW can now use mobile phones for navigation, provided they’re secured in an approved cradle. This trial will run for 12 months, and future implementation will depend on incident data.
Helmet Exemptions for Sikhs
A proposed change would allow Sikh riders to be exempt from wearing helmets while using bicycles, e-scooters, or motorcycles. This rule is yet to be finalised.
Penalties for Flood Driving and Demerit Trading
New laws will impose harsh penalties for reckless driving through floodwaters. Authorities are also cracking down on demerit point trading, with penalties reaching up to $11,000.
Victoria: Young Drivers and School Programs
P-Plate Age Reduction
Victoria is considering lowering the P-plate age requirement from 18 to 17, aligning it with other states. This could open earlier opportunities for regional youth, particularly for apprenticeships or work.
School Road Safety Education
Victorian schools will begin teaching Year 10–12 students vehicle maintenance and safe driving basics to improve road-readiness.

Western Australia: Speed Limit Trial and ORV Reform
Speed Limit Reductions Trial
A three-year trial could see speed limits reduced on over 1,800 roads across Busselton and Augusta Margaret River. Limits could drop from 110km/h to 70–80km/h in regional and town areas.
ORV Registration Simplified
Off-road vehicle owners in WA will no longer need to attend in-person registration appointments or submit statutory declarations. Registration will be possible online.
Penalty Increases
Fines for select offences will increase from $1,000 to $5,000 under a revised enforcement structure.
Queensland: Registration Discounts Extended
Rego Discounts
Queensland drivers will continue to receive a 20% discount on vehicle registration, including dealer plates and caravans, for another 12 months as part of ongoing cost-of-living relief.

South Australia: E-Scooters and Child Passenger Penalties
E-Scooters Legalised
Privately owned e-scooters and mobility devices will be allowed on SA roads under new legislation coming in 2025. No registration or licensing will be required.
Tougher Penalties for Drink/Drug Driving With Kids in the Car
New laws will increase penalties for those caught drink or drug driving with a child passenger. Jail time may extend to three years compared to the previous three-month term.
